The Bill (Reg. No.3063) submitted by the Cabinet of Ministers of Ukraine, envisages ratification of the National Program on Reforming and Development of Housing and Communal Economy for 2008-2012.
The Committee members believe that a new version has advantages in comparison with the effective document, as it provides a complex approach to the settlement of issues appertaining to the development of the housing and communal economy of Ukraine. The Program envisages "provision of the population with accessible, quality and comfortable housing and its maintenance with account for person´s needs and opportunities".
Implementation of the Bill requires 4,05 billion UAH from the State Budget. The funds should be allocated for the renovation of housing stock, housing and communal economy, reduction of specific rates of use of power and material resources, introduction of innovation technologies.
The Committee believes that the Bill should be united with the Bill on Amendments to the Law "On the National Program on Reforming and Development of Housing and Communal Economy for 2004-2010" (Reg. No.2399).
